NE 5TH STREET ROADWAY IMPROVEMENTS
Mulberry, Florida | Completed 2023

AAA Top Quality Asphalt was contracted by the City of Mulberry to complete roadway improvements along NE 5th Street from Highway 37 to Mulberry High School. The project involved milling and paving an active public roadway, installing three speed tables, completing roadway striping, and providing Maintenance of Traffic (MOT).

This project presented an additional challenge because the roadway remained active during construction and Mulberry High School was in session. AAA had to carefully coordinate construction activities and traffic control while maintaining safe access through the project area.

A Polk County Utilities Division facility is also located along NE 5th Street, requiring AAA to maintain access so the Utilities Division could continue conducting normal business throughout construction.

WORKING IN AN ACTIVE ROADWAY

Because the roadway could not simply be shut down for the duration of the project, AAA developed and maintained an MOT plan throughout construction. Our crews had to coordinate milling, paving, equipment movement, and traffic control while allowing traffic and local access to continue.

With Mulberry High School operating during construction, maintaining safe and controlled access was especially important during school hours. AAA coordinated the work to minimize disruption while continuing to maintain production and keep the project moving.

AAA also maintained access to the Polk County Utilities Division, ensuring employees, customers, and business operations could continue to access the facility while the roadway work was underway.

PROJECT SCOPE

AAA completed approximately 86,766 square feet / 9,640 square yards of roadway improvements, including:

• Milling approximately 1.5 inches of existing asphalt
• Installing 1.5 inches of SP 12.5 TLC
• Approximately 800 tons of new asphalt
• Furnishing and maintaining Maintenance of Traffic (MOT)
• Tack application
• Milling and complete roadway cleaning prior to paving
• Paving the roadway
• Installation of three speed tables
• Striping the speed tables
• Installing roadway arrows
• Re-striping the centerline
• Re-striping stop bars
• Re-striping school crossings

MILL. CLEAN. PAVE. STRIPE. — ALL IN THREE DAYS.

One of the major highlights of this project was the compressed construction schedule. AAA completed the milling, roadway cleaning, tack, paving, speed table work, MOT, and pavement markings within three days.

Completing this amount of work in an active roadway while a high school was in session required detailed planning, experienced crews, efficient equipment utilization, and constant attention to traffic control and access.

KEEPING THE COMMUNITY MOVING

The NE 5th Street project demonstrates AAA Top Quality Asphalt’s ability to perform municipal roadway improvements in challenging, active environments.

Working next to an operating high school and maintaining access to a Polk County Utilities facility required more than simply paving the roadway. AAA had to coordinate traffic, maintain access, manage construction activities, and keep production moving—all while completing the project within a three-day window.
From milling and preparation through paving, speed table installation, MOT, and final striping, AAA Top Quality Asphalt delivered a complete roadway improvement project while keeping the surrounding community and public operations moving.
